When attempting to create a rescue disk I received the attached error message. Entire disk was encrypted but I decrypted it to repair Windows 10 installation, This occurred when I tried to re-encrypt the disk. The boot loader remained after decryption but didn't require a password.
That error is when VeraCrypt was trying to find the original system loader backup. This is located in C:\ProgramData\VeraCrypt
Likely that file was deleted sometime after VeraCrypt was originally installed. Reinstalling from scratch replaced that folder and file. I suspect if you had just uninstalled 1.23hf2 and reinstalled the same version it also would have worked fine.

Thanks. I tried that - several times. First just reinstalling over the existing installation, then uninstalling completely with RevoUninstaller and reinstalling, and finally uninstalling withRevo Uninstaller and manually removing all VeraCrypt and IRDIX keys from the registry and files from the computer. All attempts produced the same results. It was only when I installed 1.22 that it worked.
Unfortunately another problem developed in that when I tried to restart to perform the test I received three missing file error messages for which I'm going to post another thread.

Problem solved. After repeated problems I uninstalled 1.23 with hotfixes and reinstalled 1.22 and it worked fine.
