I currently have a failed operating system because in the past I encrypted my system partition with VeraCrypt, made an image backup from it with Acronis True Image 2019 boot CD (Sector-by-sector) and today I messed up my system with an Windows 11 installation. I wanted to restore everything from the image backup but it fails to boot, and the VeraCrypt rescue disk stays unrecognized partition.

So I have to reinstall everything from scratch. I will need to apply veracrypt system encryption again and when I am done I want to make a new image backup.

But True Image is not the right choice. Which disk imaging program should I use? It needs to support to boot from bootable media (rescue CD) and then backup the drive sector-by-sector with the veracrypt system encryption included.

I realize this falls outside your stated requirement of sector-by-sector backups, but since you haven't gotten any other recommendations, I would suggest you at least try the well-named "intelligent" backups that you can make while Windows is running. Depending on various factors, they can be much quicker and the resulting backup image will often be much smaller than a sector-by-sector backup. The only downside I can think of is that they don't maintain the internal encryption of the system image, so it's important to back up to an encrypted partition or container for security, although some backup programs have their own less trustworthy encryption. Anyway, I've relied on hot backups like this using the free version of Macrium Reflect for quite a few years and never had a problem restoring. Just make sure you test the full backup/restore round trip before relying on it. One more thing, as I already mentioned, the hot backup doesn't maintain the encryption, and so you'll need to re-encrypt the system after a restore operation. You may have some other reason for requiring a sector-by-sector backup, but if not, you might try this instead.
