[Tuxpaint-i18n] first inuktitut config file translation

Hi,

Attached is the Inuktitut version of the config file    (About 20% done)

This is the first version of the config file in Inuktitut, which may make it a little harder to add to Tuxpaint than updating an existing file.

Though it's not complete, it is a start.
Thanks for adding Inuktitut to Tupaint!
