versioncontrol: added a test for `CachedRepository.sync(clean=True)`

trac-svn-hook: made the call to `trac-admin` asynchronous, as otherwise an svn commit takes way too long on the client side.

Upgrade jQuery to 1.4.1.

Follow-up to r9185, don't use multi-line strings for messages that may end at the console or in the log.

Reformatting of `RepositoryCache.sync`.

No conversion to `with_transaction`, as this would be too convoluted for now. This will need to wait for ''real'' `with` statement support.

#8751: refactor `Ticket.save_changes()` to remove the need for an extra `rdb` variable (read-only connection).

Refactor transaction handling, using a with_transaction function decorator (paves the way for using `with transaction(env, db) as db` in future versions of Trac).
