Add new `'hierarchy'` format for TitleIndex macro: ![[TitleIndex(format=hierarchy)]], which displays pages in nested lists, following the hierarchy of pages induced by '/' separators.

!EnvironmentStub should not implement its own algorithm to decide if a component is enabled. Now you can also disable components by manipulating the configuration directly.

i18n: add a few more i18n:msg annotations, mostly related to "<pretty_timedelta> ago".

With extraction and corresponding french translation.

fr_FR: properly capitalize sentences and a few other corrections.

i18n: extract some messages from ticket model, and the corresponding french translations.

fr_FR: add all the translations which were missing so far.

fr_FR: slight twist to the translation so that the grammar will always be correct.

i18n: improve upon r8526, use `tngettext` to handle plural form.

Added a `tagn_` synonym for `tngettext` and use that for extraction.

This is still not a "perfect" solution... what about gender?
