0.11-stable: Fixed two cometic bugs in CSS:

* Removed the explicit white background for links to missing resources, as it would overlap (and therefore partially hide) the dotted underline of the link above in a list of links.

* Added the standard dotted underline on the path of hierarchical wiki pages.

Fix submitting tickets with TICKET_VIEW.

0.12dev: Merged [7577] from 0.11-stable.

0.11-stable: Made the path display of hierarchical pages more discrete. It is now the same size as other navigation items like the ctxnav.

Path is key for storing and retrieving from `env_cache`, so duplicates could arise quite easily particularly on Windows with more than one entry-point to the project - for instance if `TRAC_ENV` in http and https locations have minor variations (even `c:` and `C:`).
