Fix submitting tickets with TICKET_VIEW.

0.11-stable: Made the path display of hierarchical pages more discrete. It is now the same size as other navigation items like the ctxnav.

Path is key for storing and retrieving from `env_cache`, so duplicates could arise quite easily particularly on Windows with more than one entry-point to the project - for instance if `TRAC_ENV` in http and https locations have minor variations (even `c:` and `C:`).

0.12dev: Merged [7569-7570] from 0.11-stable.

0.11-stable: Don't populate ticket field values with an empty string when they are `NULL` in the database, so that the default value is proposed in the ticket property editor.
