Testing: Merge through r6049, all tests pass.

Fix "unit" test for admin interface.

Making left and right arrows also show when 'Previous' and 'Next' context navigation options are disabled. Works better as the ctxtnav items doesn't shift because of different sizes.

Don't render the wiki span with 'forbidden' style + title when the page doesn't exist and `ignore_missing` is set. It will just render the pagename as text when you have permission, so it shouldn't render differently when you don't.

Small follow-up to [6286] - using the same check in attachment template for `max-size` that we use in code (where 0 seems to be a valid size limit, and -1 is unlimited).

Renamed `staticcopy` to `copystatic`.

Added `trac-admin staticcopy <dest>` for extracting all static resources from
Trac and plugins into a single directory.

Add first stab at a Polish translation.

Includes contributions by Michal Suszko and some others who cannot be traced
by name.

Add a first version for Latvian with some translations.

Regenerate.
