add Python 2.3 compat implementation of `itertools.tee` (fixes #4729)

More ticket navigation possibilities:
1. the tickets retrieved by a report can now be traversed in sequence as well
2. if there's no result set, either from the latest query or from the latest viewed report, the navigation is done on the global sequence of tickets, which is useful e.g. for going through the last created tickets

Implements #2119.

Issue a warning when the old 0.10 WebAdmin module is activated. Closes #3205.

Ticket summary formatting improved:
- in ticket TracLinks, the anchor title now displays: "<type>: <summary> (<status>: <resolution>)"
- the Ticket Timeline event entries are now displayed like: "Ticket #<num> (<summary>)", as the summary information is more important than the type information (which can now be seen in the "full" summary obtained by hovering the mouse over the ticket number)

Fixes #2454.

Link to the restricted changeset from the revision log. Implements #4707.

Improve the layout for the TracRevisionLog. In particular, the wasted white space at the left of the preference panel is now grealy reduced. Fixes #4761.

Make the error message for unavailable !ExtensionOption a bit clearer. Fixes #4135.

Consolidation of consecutive changesets events sharing the same author and message, in the timeline. Implements #3421.

Optimize the retrieval of ticket summaries. In r4737 and r4743, the ticket summaries were produced using the ''resource'' even if we already had the text of the summary at hand. This proved to be quite slow.

Convergence of the ''history view'' for Wiki pages and Tickets.
