#354 file_hjeader/footer cannot be changed

Changes to Preferences->SVEditor->SV Template Properties (file_header and file_footer) appear to be ignored when creating a new module.

Additionally, when closing the properities and reopening them (after manually changing the header/footer), every 2nd line is blank (on Windows, maybe some line ending issue)
