On third wheel can only rev engine until game starts, at which point the revs are extremely limited (to under 1000rpm) and the car moves very slowly forward. Car can (auto) reverse fast.
If you switch to sequential gearbox you can only rev when the car is in neutral, as soon as you select a forward gear the revs are limited again.
This is twice that I have seen this, but don't have a clear trigger or solution. I may be related to a particular car (which I think was the 'Lion 2-M WR or internal/skin setting), changing this made it work.

As stated in ActualFeaturePlanFor20, we won't release WR cars in 2.0 'acuse they are very in a early work-in-progress stage (unless someone suddenly appears and says : hey, I take care right now of finishing / polishing WR art-work if needed + build "realistic" setups from scratch for human, USR and Simplix drivers).
