seeing some problems in conflict management downstream, with offline artifacts only, as things like commons-logging 1.0.4 are still being looked for.

therefore: fix all conflicts in the ivy files, and then run with the strict conflict manager, so as to prevent this re-occuring.

Plan: turn strict conflict resolution on, see what breaks.
