Skim 1.4.16(90) often shows blurry text. In the attached screenshot, Skim is on the left and Adobe Reader is on the right. What is displayed is a PDF document generated by pdflatex and the English letters are fonts, not images.
This is what happens in more detail:
1) Launch Skim (open -a Skim mydocument.pdf) and the text is blurry.
2) Go to the next page, the text is sharp.
3) Come back to the first page, the text is sharp!

The display of the PDF is all done by Apple's PDFKit, we have no influence over that.

There's http://bugreporter.apple.com. But without more details it's probably useless, and for sure others (including me) have told them there.
Also, I've never seen this on Preview and I always see this on Skim. Do you mean Preview doesn't use Apple's PDFKit?
Preview also uses PDFKit. And others have certainly noticed it in Preview. This is a largely noted problem with PDFKit (google it). But it may depend on precise details of settings and view sizes and such. But it is in the end a PDFKit problem, it must be because they do the drawing.

Even when you compare Skim to Mac OS Preview, Skim is still blurrier than Preview (see attachment -- Skim is on top, Preview on the bottom). Since Preview and Skim both use PDFKit, this suggests that Skim is still not performing as well as it could.
Using Skim 1.4.29 (103) and Preview 9.0 (909.18) on macOS Sierra 10.12.6.
