Is there a way to whitelist another website on SEB 2.1.3 or 2.1.4 pre-release specifically on MAC?
We would like to add in a separate icon/tab on MAC, however it seems as though this still can only be done on WINDOWS side of things.
If the below still applies, is there any work in allowing this to work in the future or in 2.1.4 ?

Third party applications and processes which are permitted to run during an exam. Permitted applications show up in the application chooser, they can be used during an exam in addition to the SEB browser.
Using permitted processes is not yet functional in SEB 2.1.3 for macOS. You can define and edit permitted processes for SEB for Windows here.
Is there a way of opening up Safari within SEB without enabling third party apps?

The URL filter is compatible in the Windows and Mac versions, you just need to provide the UI to open the whitelisted website yourself in the Mac version, by using a target=blank link or similar.
The Additional Resources feature will come to the Mac and iOS versions in the version 2.2, which is currently scheduled for Q1 2019.
Permitting other applications to run alongside SEB for macOS in the way like on Windows probably won't be possible on Mac unless Apple would provide an API for that. Currently it's only possible in a separate, managed user account.

Yes we are aware of the URL filtering function on both Win / MAC as we are actively using it. Yes I read through all the manual details already MULTIPLE times.
Do you have an example screenshot of opening a separate link in MAC 2.1.3 and the target= "Setting used"?
We have not been able to find material with this. Windows works fine for all functions.
We'd like the ability to at least open a separate window link while having our QUIZ open in OSX 2.1.3.
Thankyou for your response, hopefully Q1 2019 for the additional resource comes around Jan/Feb in v 2.2.

Sorry, I might have misunderstood your question, which made me think you might not have read about the URL filter in the manual.
SEB for macOS of course can open several browser windows. This works exactly with the same HTML or JavaScript code as in all other web browsers. You just use the same kind of hyperlinks which open the URL in new browser windows/tabs. So either
or you can use JavaScript windows.open as described here. SEB ignores JavaScript parameters to configure the size and look of windows opened with window.open though.
As described in the manual, you can configure the size and position separately for the main browser window and for all additional browser windows, so for example open the main browser window (containing the exam) on the left side of the screen and additional windows on the right side.
SEB currently doesn't support tabs, so if several additional windows are opened, users can either use the SEB icon in the SEB dock/task bar to access the windows hidden behind others (long click of left mouse button or right mouse button click shows a pop-up menu with all open browser window titles) or have to arrange them on the screen in a way to easily be able to access them all. We'll add support for browser tabs and split screen mode in SEB 3.x for all platforms (as we can't do that in the old browser engine on Windows).
If you're using the Additional Resources feature on Windows and you want to use the same SEB settings for the Mac version, you would need to define the URL filters for all resources in Config Tool / Network / URL Filter pane or in the root level settings dictionary (if you generate settings on the server) and not directly in the settings (dictionary) for each resource. Internally this doesn't make a difference, because SEB collects all URL filter rules from all resources and uses those globally (for all browser windows).
