#72 Reorganize CMD scripts for Windows

The cmd and cfg files should be named as follows:
sasunit.\<sas version>.\<os>.\<language>.\<extension>
for instance
sasunit.9.3.windows.en.cmd
or
sasunit.9.2.linux.en.cfg

These are the files that are currently used:

• sasunit.9.3.windows.de.cmd
• sasunit.9.3.windows.de.overwrite.cmd
• sasunit.9.3.windows.de.cfg
• sasunit.9.3.windows.en.cmd
• sasunit.9.3.windows.en.overwrite.cmd
• sasunit.9.3.windows.en.cfg
