The qclean executable is provided only for Windows. On other platforms (Linux, macOS) it is necessary to build the executables (such as qspy and qclean) from sources, as explained in the README.txt file placed in the qtools/bin/ directory.

Closed as fixed. QTools 7.3.0 for Linux provides executables for qspy, qclean, and qfsgen in the qtools/bin directory. After unzipping the qtools_<ver>-posix.zip archive, most likely the permissions for these executables need to be set to allow execution.
