Just so you understand about fastresume files I am going to explain more
things. First search your computer for a folder named BT_backup.
In there qbt stores the .torrent files that are in your transfelist. It
names with their infohash.
You'll notice that there are 2 kinds of files there. ".torrent" and
".fastresume".
Fastresume files hold some info about the current progress of their
respective torrent. eg how much data you have downloaded. This allows the
client(qbt) to start from where it stopped almost immediately. If these
files are missing, qbt will have to do a full recheck of the affected
torrent to see how much data is actually downloaded. As you can understand
this can take time if the torrent is big.
So you could leave the word "fastresume" untranslated. I really doubt there
is an equivalent to this in any language. Hell, even english people will
not understand this if they don't know anything about bittorrent.

Last seen complete: It means when it was last seen complete on the
network/swarm. Not when you viewed it. That field is a date(with a time
too). It's a metric for the user to see if there was seed in the last X
hours. Does this clarify it?
