Is "the agent who undertakes to provide materials or labour in connection with something" too narrow a description of a "contractor"? What about services? Cf.: "person or organization that contracts to provide the goods, services or engineering and construction works covered by the contract" (ISO 10845-5:2011(en), 2.5)
