Hi Phil, I consider name to be an identifier. Identifiers are either designations (often numeric or alphanumeric) or denominations (alphabetical). I don't see why we choose not to model 'name' as an identifier. The fact that a name probably isn't globally unique doesn't change the fact that it is an identifier. First in order to fully determine if this should be the case, the 'skill' concept need to be defined (I can't currently access PLCSlib at plcs.org to see if there is a definition or description for skill in the RDL). I could see that you could argue that a group of people working together against a common goal (an organization) could collectively have a skill which no single person could.
