There's also a list at http://hotscripts.com I also find Julie Meloni's support site for her books at http://thickbook.com to be good for nonprogrammers. Both David Medinets - PHP3 Programming Browser-Based Applications and Professional PHP Programming by Castagnetto et al (mentioned by Jason) are very useful - perhaps the latter more so. We have a number of PHP books here where I work. "Professional PHP Programming" is by far the best one out there in my opinion.
