For Open/Libre Office you have to install PDF import http://extensions.services.openoffice.org/project/pdfimport for long documents (Instruction Manuals etc.). The imported pdf need some work, but when you doing complex pdf from scratch it takes more time. for svg, I use Inkscape http://inkscape.org Inkscape working well for leaflets or complex pdf, import only one page per file.
