Having files, you need to download them all and by doing that people feel like being obliged to read them all (for me at least the feeling is such). It is already hard to tell people that contributing to a wiki does not mean having to really work on it, but also editing one single sentence, writing a note on the discussion page, cleaning some typos is a lot. That is why an open wiki makes sense - you get people to work on stuff step by step. I myself also have the problem that I am not always present - sometimes I could translate two or three paragraphs, not much more, but by working on the whole manual that would become problematic. (so I chose not to do that in case of the files - time was simply not enough). Having the possibility to do just a paragraph every now and then without having the feeling that I have to work over the whole bunch of pages would be much better. And many of us have these feelings. Consider: we are all working, some of us work on various open projects - so there is not much time left. I know some people who probably would do some bits of translation if they would not have to consider the whole manual. That is why Wikis are there - once a person starts to edit small bits sooner or later that person probably will do more. And even if not: also the correction of typos is welcome. If you exclude people from accessing the data you exclude many from contributing. I have people on nap.wikipedia who only add a link every now and then ... well over time also these links become quite a lot.
