#1530 Support LingoDSL dictionaries with UTF-8 encoding
GoldenDict extend .dsl format to accept UTF-8 with BOM Unicode encoding instead of UTF-16LE.
Because .dsl.dz is an extension of GoldenDict, some dictionary use UTF-8 for encoding.
for exmaple, https://packages.debian.org/sid/goldendict-wordnet
It is better to support UTF-8 with BOM for .dsl.dz
