I right click on an alternative translation that is active and select "Use as default translation" and then press Enter to move to the next segment, but the default translation doesn't change.

You are correct, the "defaultTranslation" property is not kept when selecting this option. It was always would always replaced by the project TMX default, thus preventing the 'Use as default' action to work correctly.
