#2345 Issues with the Installation Manager

Hello, Ill try to be direct. Wwhenever I try to download and run the installation manager I get repeatedly this error in the Details:

Im using a Windows XP SP3 laptop and dont know if the server or mirrors are having problems as im unable to download the compiler. Waiting for your response.

Maybe not an exact duplicate, but please refer to the discussion on ticket [#2340].

FWIW, I am no longer able to access the download repositories via mingw-get, from my WinXP VM; nor am I able to access HTTPS sites via Internet Explorer, on this Linux hosted VM, yet it all works fine, from a Win7 VM running on the same Linux host.

I don't know how to fix this; I suggest you ask SF directly, for advice on accessing their HTTPS servers, and mirrors, from an obsolete version of Windows.
