[Mingw-w64-public] Confusion between ws2ipdef.h and ws2tcpip.h

Many structures and defines present in ws2ipdef.h in MSVC headers
which are present in ws2tcpip.h in mingw-w64 headers. Is it
intentional or something wrong?
