[Mingw-w64-public] OpenCL import libraries for mingw-w64, x86 and x64

Attached x86 and x64 OpenCL import libraries along with
the OpenCL 1.1 headers from the Khronos Group. Hopefully
these will be useful to others.

I might consider including these in my future personal builds,
too.
