[Mantisbt-dev] HTML cleanup

Hello guys!

I would like to *seriously* clean up the HTML Mantis generates. Some of 
they key points are:
- Reduce redundant/unecessary tags
- More reliance on stylesheets
- Whitespace reduction
- CSS reorganization

This would be a major project, that I would love to take on. I would 
check in changes incrementally as it will take a while to do it all and 
I want to avoid merge conflicts.

Obviously this would be done without altering page appearance (unless it 
makes sense), or functionality.
