[Mantisbt-help] Cannot Upload files

Hi,

I have set up the latest Mantis with MySQL and Apache 2.  I have don this
on a w2k machine.

I have made appropriate changes to the php.ini file as well as the mantis
configs. The upload is set to save to DISK.

I am not sure of what I might have to do in Apache httpd.conf to make this
work.

Right now it does not. I get the following error:

APPLICATION ERROR #15: ERROR: File upload failed. PHP file uploads may be
disabled. Please ask your admin to run the admin_check script to debug this
problem.
(bug_file_add.php: line 33)

I checked the admin, and it says File Upload is on.  The file I tried to
upload was small.

Any thoughts?
