I suspect that whatever change you made to hide the menu from developers is
the problem...

In report_bug_advanced.php,  f_assign_id is set to "" initially, but when it
gets to report_add.php it is compared to "0000000".  Normally the value is
set as the value="0000000" attribute of a hidden input element.  If you have
added an if the skips that block then it may still be set to "" or not set
at all.

Perhaps report_add.php should be changed replacing:
  if ( $f_assign_id != "0000000" ) {
    $t_status = ASSIGNED;
  }
to:
  if ( isset($f_assign_id) && $f_assign_id && ($f_assign_id != "0000000") )
{
    $t_status = ASSIGNED;
  }
