I think this is a case of - originally, _label had :'s at the end to
indicate, and this has been moved to css.

I'm inclined to think that we should strip out duplicate strings. In any
case, where DHX was originally looking at gettext, for instance, we'd
probably find that the duplicates would get stripped if we went that
translation route, so it's probably worth making our life easy now.
