The plugin could be as simple as hooking the EVENT_DISPLAY_* functions, and replacing special strings with links to external trackers. As for contribution, I think it would be a useful community plugin. You can host the plugin on MantisForge [1] as a Git repository, where all the other community plugins are currently kept.
