[MACS-Dev] GUI getting there

The core GUIs are almost working again, all chages are checked in. Check 
it out for yourself at: http://spoon.e3rpt.com/macs. I was able to get 
the resource manager to create a resource, and set permissions on it, 
although the nav seems to be having trouble determining what I am and 
amn't allowed to see and change resource wise.

Will look into that tomorrow, when my eye lids are less heavy.
