I got it working.
there is an error in the the wiki page that makes us install the
xserver-xorg-dev, when in fact the needed package is
xserver-xorg-dev-hwe-16.04.
This is true for all the the hwe releases.
I edited the wiki page to add the Ubuntu HWE releases.
