xf86-input-wacom is an X driver only. xsetwacom is provided for convenience
and to give testers a simple tool to adjust their settings. Other tools like
wacdump (which last I checked was a kernel test tool), wacomcpl, etc. are
better off in their own repositories  or maybe as part of a wacom-utils
collection.

If you're willing to help out with this give me a holler and I'll help you
getting set up.
