#145 whitespace after punctation before quotes

When using the ngerman babel quotes "< like in

test!"<

The pdf by pdflatex looks like

test!«

However, the rtf by latex2rtf looks like:

test! «

So a superfluous space is inserted

Looking closer, it seem the problem has nothing to do with quotes, but with ! and ?. There always is a useless white space ("! " and "? ").
