If you store your database in a cloud server it depends on whether that service maintains a local copy. The cloud services I use (TeamDrive, OneDrive and Dropbox) all have a local copy that is available with, or without, Internet Access. Note if you are in the USA TeamDrive is I believe known as Synqion for legal reasons.
When Internet access becomes available the local copy is synchronized with the cloud copy by the cloud service. This provides a very safe backup as the Keepass database file is strongly encrypted.
I do not personally use Google Drive so I cannot comment on how that works.
I do use a well documented procedure with a local copy of my database plus a TeamDrive based synchronised master copy so I can safely share my database with my phone and other family . members. This uses a mechanism called "triggers" which we can help you with if that is your intention. This is documented in the help files and we can help it is seems too complicated. This s only needed if you share the file and there is a risk that it can be opened simultaneously on both devices.

You should have at least one other local copy in case you lose the local copy and can't remember the cloud password / internet is not available. A copy on your phone is probably enough.

I use the 3-2-1 rule; 3 backups stored on 2 devices with 1 on a cloud server. I use OneCloud and have no experience working with Google Drive. OneCloud does save a local copy that is accessible without an internet connection. There is a good plugin available that makes this process quite easy: "KPSimpleBackup." This plugin can be configured to back up your database to wherever you like.
Best,
J
