#2200 To create database with OATH HOTP Internet connection is needed

Why when create database with OATH HOTP is Internet connection needed.
I spend few hour to create secure database with option OATH HOTP. Database create successfully.
But when I try to login to login to database it was impossible. It message that otp may be wrong. Only with recovery mode key.
Then I connect computer on internet I create new database with OATH HOTP, paste key and it works.
I repeat from another computer. I do offline same problem. And repeat creating database with connected computer on Internet and it works.
I faced the same issue if I use from compiled source code keepass and plugin.

Neither KeePass nor my OtpKeyProv plugin requires an Internet connection for opening databases. Your issue must be caused by something else.
