#1964 Unable to change keyboard layout on secure desktop

KeePass 2.45
Windows 10 Pro Version 2004
Options -> Security -> Enter master key on secure desktop is set.
I have Russian keyboard layout installed and the CTRL+SHIFT hot key for switching between input languages (see: "Text Services and Input Languages.png")
In the versions 2.44 and 2.45 I cannot change the keyboard layout on secure desktop until I click the show/hide password button. In the version 2.43 it was always possible but the language bar was not showing sometimes (after I have entered invalid password twice).

Steps to reproduce 2.45:

1. Open some .kdbx file.
2. In the master password text field type , <ctrl+shift>, , <ctrl+shift>, </ctrl+shift></ctrl+shift>
3. Press the "Show/hide password" button.
   =>
   The language bar was not showing when entering the password.
   The master password field text is: qqq.
   Expected text: qйq.
   It is possible to enter the password after pressing the "Show/hide password" button.
