The error message indicates that the database "composite [master] key is invalid". A KeePass password database is an encrypted file and is not altered by a OS reinstall. However it is necessary to restore the correct database, and enter the correct master key in order to open (decrypt) a password database.

The possible causes of the "composite key is invalid" error after a reinstall of windows are:

    1. You are trying to open the wrong database. Verify that you are attempting to open the correct database.
    2. You are entering the wrong master password. Press the reveal password button to the right of the Master Password field on the "Enter Master Key" dialog. Verify that you are entering the correct master password.
    3. The master key of the database included a key file which is now missing. Find the key file (typically, but not necessarily, the file uses the .key extension). Specify the name and location of the key file in the "Enter Master Key" dialog.
    4. The master key of the database included the Windows User Account. The easiest recovery method is to restore, from an image backup, the OS and user profile that your replaced (a reinstall of a fresh copy of the original OS won't work). Alternatively, if a backup of the complete old user profile is available, it may be possible to update the new user account so that it can open the database. See the Recover Windows User Account Credentials Wiki

For details about database master keys see the Composite Master Key documentation.
