Keepass 2.34 freezes at window asking for password to open the kdbx file. I noticed that KeePass works well when it's runned with "Run As Administrator" option.
That's not much info to go on, but it sounds like you may be trying to keep your KeePass database in the program installation folder itself. When you install KeePass (as opposed to using the portable version), it gets put in the Program Files area, which is intentionally restricted to administrators only.
Try moving your database to somewhere you have free access to - like maybe create a folder at "C:\Users\{you}\KeePass files".

Try this.
1. Open KeePass but do not open a database.
2. Create a new database with a simple password.
3. Close KeePass.
4. Re-open KeePass and open the new database.
Does KeePass still crash?
Download the portable version of KeePass.
Extract the files to a temporary directory.
Run KeePass and open the new database you created above.
Does KeePass crash?

I cannot reproduce this. The fact that it only runs with administrative rights on your system might indicate a problem with a plugin.
