I tried to log onto Keepass 1.29 and i get error code 0x0000000D. So I tried to open my backup from a couple weeks back but I get the same error code. I redownoaded KeePass incase that was the problem but I get the same problem.
That error code means the file is corrupt or not a file KeePass can read (e.g. not a password database).
Verify that you are trying to open a KeePass password database. A proper backup would be a copy of a known good file so it is more probable that it is not a database than that it is corrupt. A 1.x database file should have a .kdb extension and the first few bytes when viewed in a HEX editor will be 03 D9 A2 9A 65 FB 4B B5 (still true today).
