#539 fix for #3893 PluginResURLConnection.openStream null return

patch for [#3893].

Fixes the jEdit hangs on Mac OS 10.10 - java 8, at least for XML completion (the completion popup icons [plugin-bugs:#1799]) and Console dockable ([#3892]).

The extra code for JEditActionSet and ServiceManager his not hit in my limited testing (IRC plugin was disabled and I clicked check orphans, without the warning eing printed).

I eyeballed the patch and am testing it on linux, so far so good.
I can't test this on yosemite so someone (i.e. you) with yosemite needs to commit this.
