Yes, the latest version of jCVS (5.2.2) does handle CVS over SSH.

jCVS is a Java implementation of the CVS protocol. It
understands pserver, but don't know if it handles CVS over SSH.
The jCVS distribution contains both the CVS protocol library as
well as a GUI.
