I am only getting this problem on linux, on windows in my settings I did not have it.
Manfred Usselmann reported having it on windows, but he did not described his version.
Regarding toolbars - I do not have any toolbars. But I do have a lot of docked panels on the bottom and on the right. I tried opening new plain view on linux, and the problem was not present in plain view, while still happening simultaneously in full view with the same file. I tried to eliminate presumably offending docked panel by closing them one by one, and I ended with all of them closed, but the problem still there.
Now, I also usually have the window split into two or more text areas, so that is what I tried to remove next - and that also did not help. I ended up with two windows visually similar with the same file opened, one having jump-scroll problem, one does not.
Then I restarted jedit. I had 3 windows opened before restart - one plane view, one former full view with single text area, one full view with 3 text areas in a row. After restart the problem was only present in full view with 3 splits, it did not exist in either view created without splits.

I cannot reproduce this. I have a single pane open (I was also unable
to reproduce it with multiple panes), and a wide file with wrapping
turned off. I scroll the thumb to the right, make a small change, and
save. Nothing happens to my view. This is true regardless of whether
the cursor is in view (towards the right-hand end of the lines) or not
(off-screen to the left).
I'm using Windows 7, jEdit 5.1.0, Java 1.7.0_80.
Do you have any floating toolbars? (or toolbars at all) Not that
necessarily I think they would cause your problem, but there must be
some diff between my setup and yours.
