Initial Comment:
The commenting actions "range-comment" and "line-
comment" should toggle commenting in favor of 
increasing commenting depth.

Sorry if this is a dupe, but I have many bugs to post 
and am too lazy to check them all for dupes 
currently. :-)

A workaround: use Text Tools plugin which has toggle actions.
