I found a French page describing svn blame:
<a class="moz-txt-link-freetext" href="http://vrac.cofares.net/MirrorLebanon/svn-book-html-chunk/svn.ref.svn.c.blame.html">http://vrac.cofares.net/MirrorLebanon/svn-book-html-chunk/svn.ref.svn.c.blame.html</a><br>
Explanation in French: Affiche les informations de révisions et
d'auteur en plus du contenu pour les fichiers ou URL spécifiés<br>
Translation in english: Displays the revision and author infos in
addition of the content for the files and URLs specified<br>
In this same page, you find indeed the alternate words you gave
Dale. I'm really surpsrided that this 3 words means the same
command!<br>
It is often difficult to translate a technical word because skilled
users are used to read and understand it in english, if you provide
a translation in that case, you will probably disturb them. But I
try as much as possible to translate it anyway especially for
beginners. In the case of "Blame" I willl probably put a translation
but add the english version between brackets...<br>
Thanks for your help.<br>

It is the name of an actual svn command, so I am not sure if
it makes<br>
sense to translate it.<br>
But if you see a dictionary definition for that word, it is
probably<br>
the same word that "blame" is based on.<br>
<br>
Blame.<br>
1 : to find fault with : censure <the right to praise or
blame a literary work><br>
2 a : to hold responsible <they blame me for everything>
b : to place<br>
responsibility for <blames it on me><br>
<br>
It's definition #2. See who is responsible for each line in
the file.<br>
