[ jEdit-devel ] plugin release scripts and docs

Dear admins

For a month or so I was trying to learn and improve the plugin release 
process. If one of you would like to give it a try, there is a PV 
release hanging which I won't do. If you have any comments about the 
process, I'll be glad to hear them.

I hope the docs allow even a newcomer to do a release.
