Typically the "Announcement" content of the plugin release I would say. But I'm not sure, I didn't do any plugin releases yet, I'm just the guy behind the scene. ;-) Just ask Alan or look at the other plugin releases what is written there. The contents of that field are also delivered to the plugin manager I think. So the field should definitely not be empty. Maybe someone should update the plugins where it is empty currently.
