Short term solution (incomplete, but workable soon)

For "list of fallback encodings" we do need a sensible default list,
but what to put in that list for the default values, indeed? I
currently have this:

UTF-16 UTF-8 ISO-8859-1 windows-1252

These are sensible defaults for western languages. I imagine anyone
who is using jEdit with a foreign language already knows what
encodings to add to this list for them.

Is this list sufficient?
